Starting from June 1, 2025, Vietnam Social Security (VSS) will stop issuing paper health insurance (BHYT) cards in most cases. This is a major change in the healthcare policy that directly affects all employees, including foreign teachers working in Vietnam. Understanding the new regulations and how to use the electronic health insurance card will help foreign teachers feel secure when going to hospitals and ensure their legal rights.
1. New regulation on discontinuing paper health insurance cards

From June 1, 2025, VSS will no longer issue, re-issue, or renew paper health insurance cards.
Instead, participants will use:
- The VssID app (Vietnam Social Security digital app).
- The VNeID app (National digital ID).
- Chip-based ID cards (CCCD) to replace paper cards.
Existing paper health insurance cards (issued before June 1, 2025) remain valid until their expiration date.
2. Special cases where paper cards are still issued

In certain cases, employees may still be granted a paper card if they:
- Do not own a smartphone.
- Cannot install VssID or VNeID.
- Do not have a chip-based ID card.
In these cases, VSS may issue a temporary paper card, but this applies only on a limited and exceptional basis.
3. What should foreign teachers keep in mind?

a. Registering and using the VssID/VNeID apps
- Foreign teachers can use their passport to register for an account.
- At hospitals, simply present the QR code on the app instead of carrying a paper card.
b. Checking contracts and insurance contributions
- Ensure that your school or language center pays health insurance correctly and on time.
- Regularly check your Health insurance status on VssID to avoid errors.
c. Health insurance benefits remain unchanged
- The discontinuation of paper cards does not affect benefits.
- Foreign teachers are still entitled to reimbursement according to the law when receiving treatment at in-network or out-of-network hospitals.
d. When going for medical treatment
- Bring your passport or ID along with the VssID/VNeID app to scan the QR code.
- If you cannot use the apps yet, ask your school or VSS office for support in getting a temporary paper card.
4. Tips for foreign teachers
- Install VssID/VNeID early to get familiar with the process.
- Contact your school’s HR department for guidance on registration and hospital visits.
- Visit in-network hospitals to maximize reimbursement rates.
- Stay in touch with your local VSS office if you encounter difficulties using the electronic card.
The discontinuation of paper health insurance cards from June 1, 2025 marks an important step in Vietnam’s digital transformation, aiming to improve transparency and convenience. For foreign teachers, this change requires you to be proactive in installing the apps, understanding the system, and coordinating with your school to secure your healthcare benefits.
With proper preparation, you can confidently use the electronic health insurance card and enjoy both your teaching career and life in Vietnam with peace of mind.
